Job SummaryÂ
The Head of Finance and Accounting will oversee all financial and accounting operations in Rwanda, supporting other Chipper subsidiaries as required. This role will ensure regulatory compliance, accurate financial reporting, and efficient tax management while providing strategic financial insights to support business growth. The individual will also lead operational activities such as budget monitoring, treasury management, and external audits, fostering collaboration across departments and with regulatory authorities.

Key Responsibilities
Financial Operations and Reporting
- Provide finance, accounting, and tax support to the Finance department in Rwanda and other Chipper subsidiaries.
- General ledger posting of financial transactions and activities.
- Prepare and submit financial regulatory reports (monthly, quarterly, and annually) as required by regulators, including the National Bank of Rwanda.
- Perform cash flow management, ensuring optimal bank balances and timely reconciliations.
- Manage intercompany transactions, ensuring accurate monthly reconciliations.
- Oversee monthly payroll administration, including preparation, pay stubs, and payroll tax compliance.
Compliance and Tax Management
- Ensure full compliance with Rwandan tax laws, including filing tax returns, generating payment slips, and timely payment of payroll taxes, withholding tax, income taxes, and other applicable taxes.
- Resolve Rwanda Revenue Authority (RRA) requests promptly and maintain in-depth knowledge of tax obligations, filing, and payment processes.
- Coordinate the maintenance of a robust documentation system for accounting records, both in hard and soft copies.
Audit and Budget Management
- Coordinate and support the Finance Director in annual external audits, including providing requested documents to auditors.
- Assist the Finance Director in budget monitoring, tracking, and variance analysis.
- Support the preparation of payables lists and ensure timely disbursement of payments after reviewing the accuracy of supporting documents (e.g., invoices, requisitions, SLAs).
Treasury and Liquidity Management
- Work closely with the Liquidity & Treasury team to ensure trust accounts are reconciled, adequately funded, and reported to regulators.
- Manage office petty cash and ensure timely reconciliations.
Leadership and Collaboration
- Coordinate office administration roles, ensuring smooth operations.
- Build and maintain strong relationships with external stakeholders, including auditors, banks, and regulatory bodies.
- Collaborate with cross-functional teams to align financial processes with organizational goals.
Other Duties
- Manage the fixed assets register, ensuring accurate documentation and reporting.
- Assist with tasks related to transfer pricing, where applicable.
- Perform other duties as assigned to support business objectives.
Requirements
- Education:
- Bachelor’s Degree in Finance, Accounting, or a related field.
- Preferably a Certified Accountant and a member of the Institute of Chartered Accountants of Rwanda (ICPAR).
- Experience:
- At least 5 years of progressive experience in accounting, finance, or a similar role.
- Experience in the fintech industry is highly desirable.
- Knowledge of transfer pricing is an added advantage.
- Skills and Attributes:
- Strong finance and analytical skills with attention to detail.
- Self-starter with a global mindset and the ability to adapt to a fast-paced environment.
- In-depth knowledge of Rwandan Revenue Authority (RRA) obligations, tax filing, submission, and payment processes.
- Exceptional organizational and multitasking skills.
- Proficient in accounting software and ERP systems.
- Strong communication and interpersonal skills.
